I recently typed my email address into https://haveibeenpwned.com/ to find out it has been leaked at least once as well, without me ever getting notified about it.
I think if a data breach happens and the service provider knows about it, the affected users should be informed so they can at least change their passwords and be extra aware of incoming phishing mails etc.
